The second cut includes an important area of our vegetation management work: cutting and maintaining grassland areas alongside motorways and major A-roads.

Although motorists may see this as ordinary roadside grass cutting, selected grassland areas are managed differently. The aim is not simply to shorten the grass, but to create better conditions for native wildflowers and other plant species to establish and return year after year.

What are highway grasslands?

Highway grasslands are larger areas of vegetation situated alongside motorways, A-roads, junctions, slip roads and other parts of the highway network.

These areas can provide valuable habitats for wildflowers, pollinating insects, birds and other wildlife. They can also help create connections between habitats across the wider landscape.

However, achieving a healthy and diverse grassland requires the correct approach to cutting and aftercare.

If grass is simply cut and left on the ground, the cuttings begin to break down and return nutrients to the soil. This encourages fast-growing and vigorous grasses, which can overpower smaller and less competitive wildflowers.

Why do we remove the cut grass?

As part of the grassland cutting process, our teams use specialist equipment to cut the vegetation before raking and removing the arisings—the grass and vegetation left behind after cutting.

Removing this material gradually reduces the nutrients being returned to the soil. Wildflowers generally perform better in lower-nutrient ground, where aggressive grasses are less able to dominate.

The process also helps prevent a thick layer of dead grass, known as thatch, from building up over the soil. Excessive thatch can restrict light and make it more difficult for wildflower seeds to reach the ground and germinate.

By cutting, raking and removing the material correctly, the grassland is given a better opportunity to develop a wider and healthier variety of plant life over time.

Why is the timing of the second cut important?

The timing of grassland maintenance is an important part of the process.

Where the management plan allows, wildflowers should be given sufficient time to grow, flower and set seed before the area is cut. This allows seed to return to the ground and gives the next generation of plants a chance to establish.

Once the vegetation has been cut, the material is raked and removed so that it does not enrich the soil or smother new growth.

Wildflower grassland cannot normally be created through a single cut. It requires consistent management over several seasons, with the cutting method and timing adapted to the conditions and objectives of each site.

Balancing biodiversity with highway safety

Encouraging wildflowers does not mean allowing vegetation to grow unchecked across every part of the roadside.

Highway vegetation management must always balance environmental objectives with the safety of road users and the people carrying out the work.

Areas close to the carriageway, junctions, signs and visibility splays may need to be cut more frequently to maintain clear sightlines and prevent vegetation from obstructing the highway. Larger grassland areas situated farther away from the live carriageway can then be managed under a different cutting programme designed to support biodiversity.

Every site must therefore be assessed and maintained according to its location, safety requirements and environmental management plan.
